Such emergencies are responsible for immediate and long term effects in low income countries. In addition to deaths due to such catastrophes, disruption of the basic services such as shelter, electricity, water and healthcare leads to increased morbidity and mortality amongst the victims during and after the calamity (Kruk et al., 2010, Jean, 1999). Considering the country profile for Beravania and the information available, this is a strategic national health plan for post emergency situation for 2009-14. It is divided in two parts. In the first part, the current situation is analysed and four broad areas of priority health needs are identified and justified. In the second part strategic approaches have been recommended to deal with this priority health needs and further appropriate interventions are planned. SITUATION ANALYSIS Republic of Beravania is an ancient country victimised by man-made and natural catastrophes. These emergencies have worsen the poor health status of the population to such an extent that it could not recover till date. The deteriorating health status of the people especially of the vulnerable group (children and women) call for an urgent need to concentrate the efforts of national and international agencies in planning and strengthening the current health system by a need based health plan for the country. Country has subtropical to cold climate with moderate to heavy rain. Inspite of that there   is great constraint in access to clean and safe drinking water to majority of population due to poor infrastructure for storage and supply causing direct impact to the health and physical development of the people especially children. Beravania is one of the poorest country facing great economic difficulties, political and ethnic crisis that further depreciate the situation. Analysis of health indicators of the population reveals that there is very high infant as well as under five mortality rate. The leading causes identified for mortality are diarrhoeal disease, acute respiratory infection, dengue fever, vaccine preventable diseases, and protein-energy malnutrition and micronutrient deficiency. Communicable diseases such as HIV, TB and Malaria are a great threat to all age group causing high rate of morbidity and mortality. Disease surveillance system is comparatively well-organized and functional. Health service delivery is inadequate, inaccessible and unaffordable for such a large population due to human and financial resource constraints and unequal allocation of available resources. KEY PRIORITY AREAS The key priority areas identified based on the assessment information for health plan are: 1) Food Security and Nutrition Food shortage and malnutrition are common problems during and after emergencies. Food shortage occurs mainly due to unexpected substantial decline in food availability and accessibility (Korf, 2002, Jean, 1999). In the current scenario, despite of good climate and rainfall suitable for fairly good amount of food crop production, food shortage and malnutrition are most prevalent due to urbanisation, socio-economic reforms, civil conflict and natural calamities like flood and famine (Messer, 2001). It has been proved by various researches that prevalence of malnutrition is much higher among these people as compared to common population. Protein Energy Malnutrition and micronutrient deficiency are commonly identified nutritional problems which are major cause of increased morbidity and mortality in these situations and similar pattern is observed in Beravania also (Jean, 1999). Improving the nutritional status has a positive impact on health status, resistance to disease and psycho-social well being which justifies it to be on the priority list. 2) Health Service Strengthening Post emergency period is most convenient for improving the healthcare services that has been ruined by the catastrophes. Healthcare is a basic necessity and so during emergency main focus is on quantity of health service provision while in post emergency adequate health service provision and strengthening is important to be considered. Health services established during emergency phase can be reoriented, restructured and reinforced based on needs assessment (Alonso, 2006). In the post emergency phase healthcare programmes requiring stable circumstances with long term treatment and follow-up such as T.B, HIV, Mental health and maternal and child health programmes can be restructured and implemented effectively (Kruk et al., 2010). Community health services can also be reorganised. 3) Communicable Disease Control There is an increased risk of epidemic of communicable diseases even in the post emergencies period. Some of the common contributing risk factors are deprivation of basic needs such as food, clean drinkable water, healthcare as well as increased risk due to deficiency of nutrition and immunity, lack of shelter, sanitation and hygiene.   Communicable diseases are primary cause of disease related morbidity and mortality during these situations. Most prevalent communicable diseases during this situation are diarrhoeal disease, acute respiratory infections, T.B, HIV and malaria (Speigel, 2004). Similar condition is observed in Beravania in the post emergency phase. Hence it requires an immediate attention. 4) Water, Sanitation and Hygiene Water is the basic necessity that is impacted severely during emergencies and even in post emergencies if problem is not resolved by long term sustainable alternatives. â€Å"Water and environment plays a major role in spread of communicable diseases and epidemics† (Jean, 1999). In Beravania in-spite of having good rainfall it is facing scarcity of clean drinking water and also spread of diarrhoeal disease which is one of the leading causes of child morbidity and mortality post emergency. Compaq was a company that began successfully with record setting financial statements, but in an attempt to expand its market, threatened company stability. With the acquisition of Tandem Computer and Digital Equipment Corporation, Compaq experienced decreased revenues resulting in their inability to fully recover. In a competitive information technology market, HP was one of the industry leaders. Due to a failure to be proactive to market changes, HP grew stagnant and looked to reinvent company strategies through newly appointed President/CEO Carly Fiorina. Competitive advantages for both HP and Compaq included imaging and printing segment and high performance PC technology respectively. Management’s reasons for the merger included their assumption that together, HP and Compaq would be able to replicate and overtake competitors. Oppositions to the merger included a decrease in shareholder interests, a reduction of focus for company core competencies, and an unprofitable future. Several financial advisors and industry analysts were in agreement that the proposed merger would not be in the best interests of either company. Summer Wilcox Synopsis In March 2002, Hewlett- Packard’s current CEO and president, Carleton Firiona announced the acquiring of HP’s rival company, Compaq Computer. The merging of the two companies was designed to put Hewlett- Packard/Compaq in a position to challenge one of its top leaders in the industry, IBM. The merger was also designed to create a global technology powerhouse that would provide consumers with products and services demanded by profitable enterprise customers. After reading over the case, I started to feel like the merger was not going to be a success. The merger presented itself to be too risky. Although Hewlett Packard was aiming to become the industry’s leader by expanding into new markets, the idea of the merger just didn’t seem to look out for the best interest of the company. Management felt that HP and Compaq needed to improve their whole business structure to effectively compete with Dell which was the industry’s leader. They also felt that HP and Compaq’s leadership would complement each other in key markets such as the enterprise storage segment and storage area networks, and by having a broader portfolio of products and services. Management believed that HP and Compaq had a weak combination of products and services, and merging would strengthen that area. While some thought that the merger would be a success to Hewlett- Packard, there were some who were against it. Among those few were the director and son of HP cofounder William Hewlett, Walter Hewlett. Walter Hewlett was HP’s second largest shareholder and had a very powerful, important voting privilege of HP. Walter was against the merger for 4 main reasons. He felt the proposed merger would be worse, the integration risk of the proposed merger would be substantial, the financial impact on HP’s stockholders would remain negative, and the position of the company would not improve. I agree with opposing the merger of HP and Compaq. They knew from the beginning stages that the merger was going to be risky. Shareholders would lose and ample amount of value on their shares. Stockholders would get a very small amount of the combined company’s contribution to earnings. The merger would drown the stockholder’s interest in the imaging and printing business which is the most profitable of HP already. The merger would not improve the position of the company. Furthermore, HP had no experience with handling a merger of that size. All HP had to do was invest and focus more on the printing and imaging part of the company. The printing and imaging varied in low-end printers and supplies to commercial printing solutions. Instead of taking such a risky acquisition, they could have focused on something that proved already successful for the business. My contribution to the overall strategy report was to research where HP stands now. I also found official documents filed by both HP and Compaq to the SEC about the planned merger. The documents further explained forward- looking statements, assumptions, uncertainties, and risk of the planned merger between the two companies.

John shivered in the cold, as he dared not meet the eye of the eagle. He noticed a figure run in the distance out of the corner of his eye. John saw a figure get in a car and drive off. Standing scared of his own shadow, John lifted his left hand, agony in his wet pocket, as rain drips from the end of his nose, shattering on the welcome sign at the door. In his darkroom he was finally alone with the spools of suffering now set out in ordered rows. The only light was red, tenderly glowing as though he was in a church: John the priest preparing the mass. Solutions lie now in trays beneath his hands. Tension mounted in him as the photo processed. John waited anxiously, with a Mr Kipling cake in his right hand. His hands trembled. Features faintly started to twist before his eyes, a half formed ghost. John saw his life end in front of him. He found it hard to breath, as if his lungs were bare. The feeling of being alone was no longer their, John felt as though he was being squeezed around his neck. The cold crept into his body through the surface of his skin. The beat of his heart was fading. He saw only one shadow, his own, as he looked round the room tortured. Then his neck was let loose. Air was now his obsession as John gasped in relief. John looked again at the trays as twisting features slowly formed a figure of a person. Reluctantly he recognised this person. It is his Sarah. The Straits Settlements were a group of British territories located in Southeast Asia. Originally established in 1826 as part of the territories controlled by the British East India Company, the Straits Settlements came under direct British control as a crown colony on 1 April 1867. The colony was dissolved in 1946 as part of the British reorganisation of its south-east Asian dependencies following the end of the Second World War. The Straits Settlements consisted of the four individual settlements of Malacca,Penang (also known as Prince of Wales Island), Singapore (with Christmas Island and the Cocos Islands). The island of Labuan, off the coast of Borneo, was also incorporated into the colony with effect from 1 January 1907, becoming a separate settlement within it in 1912. With the exception of Singapore, Christmas Island, and the Cocos Islands, these territories now form part of Malaysia. The Island of Penang in highligh was under the governance of Sultan of kedah however its noted that after the esthablishment of English East India company an agreement was penned by the Ruler of Kedah and the company for penang. Now in judging what is the â€Å"’lex loci† of the island will require answers to two questions as below: i) Was the Island a â€Å"settled† or â€Å"ceded† colony?. ii)Was the law of Kedah to be applied to island of Penang on ground that the island was â€Å"ceded†? For the first 20 years after esthablishment , it was noted that the only law in place was â€Å"Regulations of 1794† or â€Å"nature of law†. On March 1807, the English Crown granted the first charter of justice, which resulted in the esthablishment of Court of Judicature in Penang. The effect of this charter could be seen in Kamoo v Basset, In re Goods of Abdullah and Reg v Willans. The Kamoo v basset (1808) case, notes that the plaintiff a native of Bengal, had agreed to be an employed by the defendent who was an army officer in the Bengal Native Infantary. However upon severe mistreatment by the employer an Police Majistrate complaint was made by the plaintiff. The plaintiff filed and action for assault,battery and false imprisonment against the defendent,claiming damages for $600. The verdict in short noted payment to plaintiff in $150 with cost. In the Goods of Abdullah (1835) is noted the principle issue is whether a Muslim,who died in Penang,device his entire property by means of will? However it was decided that the will of Abdullah being esthablished as a valid instrument. In the case of Fatimah Ors v Logan Ors it was noted that since 1786 , Penang being then a desert and uncultivated island,inhabited except by few intinerant fisherman and without any fixed institution was ceded by the Rajah of Kedah to Captain light,an office of EIC,for and on behalf of the company. This fact was important in this case in view of the platiff’s petition to obtain a decree of the court declaring that the deceased died intestate. Three preliminary question arised in this case which were, i) Wheter the capacity of the deceased to make a will is to be decided by Mohamedan or by English law. The verdict was given as the deceased’s capacity to write a will will be decided by â€Å"lex loci† and not by Mohamedans law. Other Important cases in aspect of the â€Å"lex loci† includes Choa Choon Neoh v Spottiswodde, Isaac Penhas v Tan Soo Eng, Shaik Sahied v Sockalingam Chettiar. Reception of English Law in Malay States. As noted earlier common law and equity was applied in the straits settlements by virtue of the three charter of justice. The charters however did not apply to the Malay states. The introduction of the Resident system in Perak according to the Pangkor Treaty 1874, allowed the introduction of english styled courts by the Sultan and english judges were appointed. It should be noted that beggining with the civil Law Enactment No 3 of 1937,such judicial practise received the official stamp of approvalby legislature. Section 2 (i) of the enactment provides that â€Å"save in so far as other provision has been or may hereafter be mada any written law in force in the federated Malay states,the common law of england,and the rules of equity,as administrated in england at the commencement of this Enactment shall be in force in the Federated Malay states. On case which can be disscussed in terms of â€Å"common law† are the Goverment of Perak v A.R Adams (1914) , which concerns damage to the plantiff’s land by the defendent. The question which was arised was wheter the defendant is exempt from liability on the ground that he was without wilfulness or negligence using his land on the principle that a man must use his own land and not to damnify another. The court found the defendent guilty under all circumstances he is liable for the damage caused. In re the will of Yap Kwan Seng, which the deceased gave direction in his will that his hose and land be held in trust for ever for a family house for ancestral worship and as family burial ground in accordance with chinese customs. The Issue before the court was whether such a custom was valid a not. The arguments made were (1) That the rule against perpetuities does not excist in and should not be adopted in the federated malay states, (2) That even if the rule be applied,the trust are saved from offence agaist it, (3) That having regard to chinese customs the trust should be regarded as religious and charitable and therefore without offence to the rule. During the proceeding of this case it was noted that the rule agaisnt perpetuities has never been applied in the states. However it was concluded that to regard these trust either as trust for religious purposes or as trust concerning or benefitting the community at large or any portion of it,it follow that there is no way to be sa ved or excepted from repugnancy to the rule of perpetuities and are therefore void. Racist Commenters on Mark Zuckerberg's Marriage No one has a problem with interracial marriage anymore, right? Poll after poll shows that public support of these unions is at record highs. The 2010 census revealed not only that interracial marriages are up but also that mixed-race children are the fastest growing group of young people. These days television shows feature interracial couples in storylines where race never causes tension. Altogether that means that interracial marriage is simply a non-issue in post-racial America, doesnt it? Not quite. The online reaction to Facebook chief Mark Zuckerbergs wedding on Saturday to Priscilla Chan is a clear reminder that the country has a long way to go before interracial marriage becomes widely and genuinely accepted. The day after Zuckerbergs nuptials the comments sections of websites reporting the news included several hateful remarks criticizing the couples looks and taking aim at their wealth. Thats par for the course online, though. What really stood out is the series of comments with a decidedly racial bent. On the Los Angeles Times website, a commenter named Waskoman exclaimed, Man, those mail order compaines have some hot chicks!  Just kidding!!! Another, using the moniker Jihadlives, remarked, He married a chank?   Whats up with that? What we have here is the assumption that because Chan has Chinese ancestry she cant be an American. Of course not. She must be a woman Zuckerberg shipped from overseas to be his submissive bride. In reality Chan is far from a mail order mate. Shes an Ivy League-educated doctor who could hold her own without Zuckerberg, but the facts of the situation dont easily lend themselves to racist and sexist stereotypes. The second commenter relied on a misspelled racial slur rather than on a racial stereotype to object to Zuckerbergs decision to marry Chan. On a different note, a third L.A. Times commenter accused Zuckerberg of killing his own kind by intermarrying. Ome-Coatl wrote: Why didnt he marry a nice Jewish girl?I once read a conservative Jewish commentator say that Americas intermarriage culture is destroying Jews more effectively than did the Nazi gas chambers. Perhaps it was hyperbole... or was it? The L.A. Times website was hardly the only one where racist commenters took aim at Zuckerberg and Chan. A commenter named Morney on the gossip web site Gawker applauded Zuckerbergs decision to marry interracially but for completely inappropriate reasons. He wrote, Good for Mark to marry a submissive Asian woman, instead of a spoiled American. Shes not a looker, but this way shell take care of him and raise his kids, while he can still hit much hotter #$!* on the side. Once again, theres the assumption that Chan is not from the United States, as if Asian Americans dont exist. This commenter also assumes because Chan has Chinese heritage shell be content to serve as Zuckerbergs caretaker (instead of the doctor she studied to be) and will be so passive shell be cool if Zuckerberg cheats on her. On Gawker, a couple of commenters tried to show Morney that not all Asian women are passive, but they did so by invoking the Dragon Lady stereotype. Youve never dated an Asian woman have you? commenter Tsol asked Morney. Especially a driven achiever like Priscillathere is nothing submissive about them. In fact I guarantee that shes the one wearing the pants in that relationship. Theres a reason the Dragon Lady stereotype stills exists. A word to the wise: you dont fight a stereotype by mentioning another stereotype. Just as all Asian women arent submissive, all Asian women certainly arent domineering, so no one can guarantee that Priscilla Chan wears the pants in her relationship with Zuckerberg. As for why racial stereotypes still existits because racism still does. On TMZ.com commenters plainly suggested that Chans Asianness makes her a whore. Bet she love him long, long time, a commenter named Really? quipped. Others followed suit, and the scary thing is that a number of these comments received more favorable ratings from other viewers than unfavorable ones. So, who cares if racist commenters dont like the fact that Mark Zuckerberg married a Chinese-American doctor? He could buy and sell everyone of those haters. That may be true, but if people exhibit this level of racial animus concerning a powerful couple they dont even know, imagine how people regard the interracial couples they pass on the street, live next to or are related to? Its also important to note that interracial couples consisting of a white man and an Asian woman are largely regarded as the least threatening of all. Given this, if Zuckerberg and Chans marriage can stir up this much hate, what must interracial couples with a different ethnic makeup endure?
